Mihai, un adolescent orfan poreclit "Roşcovanul" (Costel Băloiu), este atras în acţiunile organizate de U.T.C. împotriva ocupanţilor nazişti. El descoperă fărădelegile fostului comisar Potra (Constantin Codrescu), însărcinat cu anchetarea comuniştilor.
